The Namibian Government has officially launched a bid to develop the Namibia Film and Creative City in Windhoek, on Tuesday aiming to boost the creative economy, tourism, and employment through Public-Private Partnerships(PPP).
The Namibia Film and Creative City will be established as a Special Economic Zone (SEZ), offering state-of-the-art film production facilities, talent casting agencies, accommodation, and hospitality services.
In a media statement issued by Ms. Catherine Shipushu, Senior Manager of Marketing, Branding and Communications at Namibia Investment Promotion and Development Board outlined that The project is designed to nurture local talent, provide internships, and create on-the-job learning opportunities for Namibians in film-making, fashion design, music, performing arts, technology, and innovation.
President Dr. Netumbo Nandi-Ndaitwah launched the Expression of Interest on Monday during the “Experience Namibia in New York” event at the 80th United Nations General Assembly (UNGA).
The launch carries historical significance, as it coincides with the UNGA location where Resolution 435 was adopted in 1978, paving the way for Namibia’s independence.
The Government hopes to attract both Namibian and international investors with proven experience in large-scale infrastructure and creative industry projects. Incentives include secure land within the SEZ, fast-tracked permits, visas, and one-stop investor services to ensure smooth project implementation and investor confidence.
By combining modern infrastructure with robust policy support, the Namibia Film and Creative City aims to position the country as a leading creative hub in Africa, boost tourism, increase export potential of creative content, and drive sustainable economic growth for generations to come.
With the Expression of Interest now open, Namibia seeks visionary partners to bring this transformative project to life, promising a future where the nation’s creative talent thrives on a global stage while stimulating economic development and international investment.
This bid is open to Namibian and international entities with proven experience in large scale infrastructure or creative industry project development as well as strong financial capability to mobilise and secure investment and global partnerships, amongst others.

A compulsory virtual briefing session will be held on Wednesday, 15 October 2025, where more information will be provided to interested parties. The deadline for submission of the EOI is 30 November 2025.
