Lands Minister’s Advisor to appear in Court for Rape

 Special Advisor to the Minister of Lands and Resettlement is to appear in court for rape charges on November 21, awaiting decision from the Prosecutor General, Martha Imalwa.

 Mr. Vincent Likoro was arrested and charged with rape on  July 7, 2013 while he was on duty with the Minister of Lands and Resettlement Hon. Alfred !Naruseb in Katima Mulilo.

Mr. Vincent Likoro will hear the decision from the PG on his rape charges on November 21.

 The victim in the case who works for the Ministry of Lands and Resettlement in the Kavango Region, accused Mr.Likoro of raping her during the official visit to Zambezi Region.

 The alleged sexual crime is believed to have happened at Camp Kwandu, on the outskirts of Katima Mulilo, where  the Lands Ministers’s delegation was booked in.

 Mr. Likoro was part of that delegation which was on an official visit to consult Traditional Authorities on land matters.

It is alleged that Likoro who was the SWAPO Coodinator for the then Kavango Region before being appointed as a Special Advisor had sexual intercourse with the woman in her room on a Saturday night.

 According to the statement the woman gave to the police, the sexual act was performed without her consent.

 The woman states that after they had dinner, Mr.Likoro remained behind and it was during that time when he allegedly started making sexual advances towards her.

He allegedly joined the woman in her room after which the two started kissing each other.

The woman claims Mr.Likoro took advantage of the moment when he allegedly started having sex with her without her consent.


He had made another court appearance on August 19, where he pleaded not guilty to all charges, he still remains out on bail as his case is awaiting a decision from the Prosecutor General in Windhoek, Advocate Olyvia Martha Imalwa.

 The state was represented by the public prosecutor Mr. Roger Sibungo of the Katima Mulilo District Court.
