Political corruption is the use of powers by government officials for illegitimate private gain.

An illegal act by an office holder constitutes political corruption more frequently than any citizens in the country because of their power and influence. Forms of corruption vary, but include bribery, extortion, cronyism, nepotism patronage, graft and embezzlement. Corruption may facilitate criminal enterprise such as drug trafficking, money laundering and human trafficking though is not restricted to those activities.
The activities that constitute illegal corruption differ depending on the country or jurisdiction, for instance some political funding practices that are legal in one country may be illegal in another country, which makes it difficult to distinguish between legal and illegal actions.
Corruption also generates economic distortions in the public sector by diverting investment into capital projects where bribes and kickbacks are more plentiful. Officials may increase the technical complexity of public sector projects to conceal or pave the way for such dealings, thus further distorting investment, and increases budgetary pressures on government funds.
Economists argue that one of the factors behind the differing economic development in Africa and Asia is that in Africa corruption has primarily taken the form of rent extraction with the resulting capital moved overseas rather than invested at home change the stereotypical, but often accurate, image of African dictators having SWISS Bank Accounts. In Somalia for example in 2012 World Bank report also alleged that about U$ 130 Million or 68 (%) percent of funds that the coalition government had received over this and 2010 period was unaccounted for.
In Namibia one public debate which might be counted to corruption in the country, is tender corruption, which can be mentioned as follows:- Mass Housing Scheme which was funded by the Government for the Republic of Namibia, whereby the money was given to National Housing Enterprise (NHE), to administer the funds and implement the shortage of houses in Namibia. In that administration system we were informed that the Chief Executive Officer for National House Enterprises (NHE)’s brother in-law was awarded a Million Dollar tender and the Children of Cabinet Ministers too. On the other hand the nation waited for the action or comments from government or from the Secretary to the Cabinet Mr. Frans Kapofi,
However, few days ago, the Ministry of Education’s Permanent Secretary Mr. Alfred Iilukena, have recommended Namibia Cattle Country Food Services Ltd, to be awarded 47 Million Dollars Tender, in-order to support black women economic empowerment. Namibian women should salute Mr. Iilukena, for remembering women empowerment scheme, and recommended Namibia Cattle Country Food Services whereby most of the company’s top leadership positions are women. This is indeed women empowerment in action.
Nevertheless, On Friday, October, 10, 2014 the Windhoek Observer reported or informed the nation that Mr. Frans Kapofi, the Secretary to Cabinet had different views “ Kapofi further remarked that although there was no specific law prohibiting Iilukena’s wife from applying for the tender, one should use common sense to assess what is ethically correct and what is not.” A person can examine his comments that he was not in favour of the Education Food Tender to be awarded to the Namibia Cattle Country Food Services Ltd.
Secondly no comments was given from the Secretary to Cabinet on National Housing Enterprises (NHE) – Mass Housing Scheme, when the brother in-law for the Chief Executive Officer was award a Million Dollars Tender of Mass Housing Scheme. Finally, people are still awaiting his comments on the children of Millionaires and the oldest serving members of the cabinet-Minister’s children who awarded Million Dollar tenders, and children for top government officials.
