AR wants Katima Council to revoke Samupwa’s resolution

AFFIRMATIVE Repositioning Movement (AR)Spokesperson in Zambezi, Mr. Rasboom Mwemba wants Katima Mulilo Town Council to revoke resolution which gave preferential treatment to reduce the amount of a land plot to Mr. Austin Samupwa, SWAPO Party Executive Director.

Mr. Mwemba revealed this at the press conference, held on Friday July 2, 2021 in Katima Mulilo where he alleged that an Erevan number 15 with a purchase price of N$614,400 located at BOMA in Katima Mulilo proper was allocated to Mr. Samupwa, which was later reduced to a half price.

“As a movement which fights for human dignity and for justice, we are condemning this action/act made by the council to reduce one man’s plot while other residents are not treated the same.” Stressed Mr. Mwemba

He however condemned the manner in which the plot was acquired that “the act of land grabbing made by the Executive Director of SWAPO party refers his letter which he submitted to Katima Mulilo Town Council, dated 15 March 2020, he started working on the plot Erf 15 from 2016 to 2017, which he claims to s  pend more than N$400,000 to full it to standard it is today from his pocket”.

According to the Affirmative Repositioning Activist Mwemba, the council resolution number 37/06/2020/7 ODCM 2020 showed that Mr. Samupwa was given the plot Erf 15 and proves that “ Samupwa on 2016 and 2017 when he started working on the plot Erf 15, he was not given it by the Katima Mulilo Town Council rather he used his office as a top SWAPO official.”

He added that the council at its meeting held on April 9, 2021, breached the provisions of the Local Authorities Act no: 23 of 1992 code of conduct and oath office in undertaking a nasty decision to approve the amendment to the proceeding council resolution no: 37/06/2020/7 ODCM 2020 by reducing the gazette land prices from N$150-N$50 per square meters in favour of Mr. Samupwa who holds an executive position in SWAPO party office.

“As a movement we noticed that the council has violated the Local Authorities Act code of conduct, code 2 (f) as well as code 3 (5) (f) under section 10 (3) of the local authorities Act no: 23 of 1992 as amended.”

He said that most of the council members who vehemently supported the approval to the amendment of council resolution no: 37/06/2020/7 ODCM 2020 to reduce the gazette land price in favour of him are from the ruling political party SWAPO.

AR spokesman further cautioned and demanded that “We demand Katima Mulilo town council must revise their resolution which gives advantages to only SWAPO party comrades, all else the Katima Mulilo Town Council must give the same treatment to all residents of Katima Mulilo.

As you have done it to SWAPO executive director, we demand that Katima Mulilo Council must write-off all outstanding rates and taxes owed by the pensioners.

Council must reduce the costs of plots for all residents, which were given by Katima Mulilo Town Council.

Katima Mulilo Town Council must reduce the outstanding balance for rates and taxes to all residents of Katima Mulilo.”

Efforts to hear from the Chairperson of Katima Mulilo Town Council Management Committee ,  Councillor John Ntemwa for the majority SWAPO party proved futile as he failed to answer questions sent to him via email.
