Russia, Ethiopia Sign Nuclear Deal Advancing Africa’s Energy

Russia and Ethiopia signed a landmark Action Plan during World Atomic Week 2025 in Moscow, marking the start of Ethiopia’s first nuclear power project aimed at promoting clean, reliable, and sustainable energy development.

The agreement was signed by Rosatom Director General Alexey Likhachev and Ethiopian Electric Power Corporation Director General Ashabir Balcha, in the presence of Russian President Vladimir Putin and Ethiopian Prime Minister Abiy Ahmed.

The signing took place during World Atomic Week 2025, an event that gathered delegates from over 100 countries. The Action Plan outlines the formation of a specialised working group, development of a project roadmap, and preparation for a feasibility study leading to the construction of Ethiopia’s first nuclear power plant.

The plan also includes provisions for training Ethiopian personnel, sharing nuclear technology, and supporting peaceful uses of atomic energy. During bilateral discussions, Putin and Abiy emphasized strengthening cooperation in energy, science, and technology.

Rosatom’s Director General Likhachev stated that Russia is committed to helping Ethiopia establish a reliable and clean energy source, adding that this collaboration will enhance the country’s industrial capacity and reduce dependence on fossil fuels.

World Atomic Week 2025 also saw strong African participation, with representatives from Rwanda, Ghana, and South Africa joining discussions on nuclear development. Ethiopia’s agreement was widely viewed as a significant milestone for Africa’s transition to sustainable energy.

The Russia–Ethiopia nuclear partnership marks a major leap toward Africa’s clean energy future. By combining technological expertise and shared goals, both nations aim to power Ethiopia’s growth while setting a model for responsible nuclear cooperation across the continent.
