The Katima Mulilo Town Council on Monday, November 10, 2025, suspended its manager for Legal, Bilateral Relations and Corporate Services, Mr. Patrick Lifasi Lilungwe, with immediate effect and until further notice.
The announcement, which was issued by Mr. Chrispin Muyoba, Head of Public Relations in the Office of the Minister’s Representative, did not disclose reasons but only explained the rules that guided the action, and how operations would continue.
The Town Council stated that the decision of suspension was implemented in accordance with Section 29(6)(b) of the Local Authorities Act of 1992 and Rules 35(2) and 35(4)(b) of its Personnel Rules.
The statement further stated that Mr. Lilungwe is prohibited from carrying out any duties or exercising authority linked to his position during this period.
“During the period of suspension, Mr. Lilungwe shall not perform any duties or exercise any functions associated with his position,” said the media statement.
The Katima Mulilo Town Council assured residents, stakeholders, and the business community that all municipal functions and service delivery processes will proceed uninterrupted under designated supervision.
Mr. Muyoba further emphasised the institution’s ongoing commitment to good governance, accountability, and transparency.
Overall, the suspension aims to ensure proper administrative conduct while allowing the Town Council to maintain efficient service delivery and uphold its governance standards.
Mr. Lilungwe’s suspension followed that of his KMTC’s Chief Executive Officer, Mr. Raphael Liswaniso, who was suspended indefinitely without salary and other benefits last month, citing interference with investigations, due to the alleged multiple instances of mismanagement and corruption.
