The Minister’s Representative informed the nation on Thursday, November 27, 2025, that all Katima Mulilo Town Council land decisions were revoked and ordered the immediate return of improperly acquired assets after violations were discovered.
The Office of the Minister’s Representative announced major corrective measures concerning land administration and the handling of public assets within the Katima Mulilo Town Council. The decision aligns with Section 30(1)(t) of the Local Authorities Act, which requires written ministerial approval before any council land is disposed of, sold, leased, or allocated.
According to a statement issued by Mr Chrispin Muyoba, Head of Public Relations at Katima Mulilo Town Council, stated all council decisions taken without the mandatory approval are invalid and have been set aside with immediate effect. The council has also ordered the return of all vehicles and properties acquired without ministerial consent, naming among others Risk Based Solutions CC, Malena Property Investment (PTY) Ltd, and Dr Kombo Group of Companies.
The statement further pointed out that individuals, companies, or entities that benefited from the properties, land, or vehicles without proper authorisation are required to surrender them to the Katima Mulilo Town Council without delay. The corrective action aims to restore transparency, enforce accountability, and protect public resources.
The Minister’s Representative emphasised that these measures are intended to rebuild lawful administrative practices, safeguard public property, and ensure residents are kept informed as further assessments and recoveries continue.
